Background. South Africa (SA) currently has a golden opportunity to legislate on human heritable genome editing (HHGE), as the country is revising its assisted reproductive technology regulations. A set of sub-regulations that deals with HHGE, which could seamlessly slot into the current regulations, has already been developed. The principles underlying the proposed set of sub-regulations are as follows: HHGE should be regulated to improve the lives of the people and should not be banned; the well-established standard of safety and efficacy (...) should be used in the regulation of HHGE; quality of life is what matters, and not preserving a ‘normal’ genome; parents’ reproductive autonomy must be respected; and equality of access to approved HHGE technology should be promoted. Objectives. To ascertain whether the proposed set of sub-regulations that deals with HHGE is aligned with public opinion in SA, and SA’s Bill of Rights. Methods. Public opinion in SA is determined with reference to a deliberative public engagement study on HHGE conducted among South Africans, and the relevant rights in the Bill of Rights are interpreted with reference to recent case law. Results. This proposed set of sub-regulations that deals with HHGE is aligned with public opinion in SA, and SA’s Bill of Rights. Conclusion. Despite the legal and ethical complexities of HHGE, the proposed set of sub-regulations provides a targeted and effective legislative approach. They fit seamlessly into the country’s existing health law framework, creating specific legal standards for HHGE that align with both public opinion and the country’s Bill of Rights. (shrink)

Our moral sense, understood as our capacity to judge events, actions, or people as good or bad, appropriate or inappropriate, also seems to be an exclusively human endowment (Ayala 2010). It is through our actions that we affect the way the world goes. Whenever we face a choice of what to do, we also face a choice of which of various possible worlds to actualize. Moreover, whenever we act intentionally, we act with the aim of making the world go a certain way. It is only natural, then, to suppose that an agent's reasons for action are a function of her reasons for preferring some of these possible worlds to others, (...) such that what she has most reason to do is to bring about the possible world which, of all those available to her, is the one that she has most reason to want to obtain. This is what is known as the `teleological conception of practical reasons'. Whether this is the correct conception of practical reasons is important not only in its own right, but also in virtue of its potential implications for what sort of moral theory we should accept. A model of spontaneous collapse of fermionic degrees of freedom in a quantum field is presented which has the advantages that it explicitly maintains energy conservation and gives results in agreement with an existing numerical method for calculating quantum state evolution, namely the quantum trajectories model.

In these prefatory remarks, which are designed to locate my topic within the complex and wide-stretching field of Popper's thought and writings, I shall not say anything that those familiar with his work will not already know. Moreover, what I do say will take as understood many of the problems and theories, not to mention the terminology, that I shall later be doing my best to make understandable. My apologies are therefore due equally to those who know something about Popper's (...) discussions of indeterminism and of the propensity interpretation of probability, and to those who know nothing. OBJECTIVES: To study empirically whether ethical theory (from the mainstream principles-based, virtue-based, and feminist schools) usefully describes the approaches doctors and nurses take in everyday patient care. DESIGN: Ethnographic methods: participant observation and interviews, the transcripts of which were analysed to identify themes in ethical approaches. SETTING: A British old-age psychiatry ward. PARTICIPANTS: The more than 20 doctors and nurses on the ward. RESULTS: Doctors and nurses on the ward differed in their conceptions of the principles of beneficence and respect (...) for patient autonomy. Nurses shared with doctors a commitment to liberal and utilitarian conceptions of these principles, but also placed much greater weight on relationships and character virtues when expressing the same principles. Nurses also emphasised patient autonomy, while doctors were more likely to advocate beneficence, when the two principles conflicted. CONCLUSION: The study indicates that ethical theory can, contrary to the charges of certain critics, be relevant to everyday health care-if it (a) attends to social context and (b) is flexible enough to draw on various schools of theory. In a recent article [Mertz 2001] in this journal I argued for the virtues of a realist ontology of relation instances (unit attributes). A major strength of this ontology is an assay of ontic ('material') predication that yields an account of individuation without the necessity of positing and defending 'bare particulars'. The crucial insight is that it is the unifying agency or combinatorial aspect of a relation instance as predicable that is for ontology the principium individuationis [Mertz 2002; 1996]. Or (...) in short, what is ontically predicable, precisely as such, is the cause of individuation. As a preface to this positive doctrine I offered arguments against the coherence of bare particulars as defended in an article by J. P. Moreland [1998]. In a reply contained in this issue Moreland and Timothy Pickavance (hereafter M/P) propose to answer my objections [2002]. The response that follows provides reasons why, I contend, M/P have not succeeded in parrying my objections to bare particulars. (shrink)

Central to Elements is an assay of the attributional union properties and relations have with their subjects, a topic historically left metaphorical. The work critiques eight Aristotelian assumptions concerning attribute dependence and ‘inherence’, per se subjects, attributes as agent-organizers, and unity-by-a-shared-one. Groups of these assumptions are seen to yield contradiction, vicious regress, or other problems. This analysis, joined with insights from an assay of ubiquitous structure, motivate ten theses explicating attribution and its primary ontic status. The theses detail: attributes proper (...) as individuated instances, structure as instance-generated facts and their two forms of composition, the conditioning role and universal nature of instances’ component intensions, the primacy of attribute instances for generating all forms of composition and complex entities, and identity and indiscernibility criteria for the latter. Principal is the insight that attribution is intension-determined combinatorial agency. It is its systematizing implications that provide solutions to classic problems, e.g., Composition, Individuation, and Universals, and in net generate a comprehensive one-category structuralist ontology. Through 1886 to 1889 understanding of the mechanism of telephone transmission was transformed from an electrostatic and traditional view to an electrodynamic one conforming with Maxwell's scheme. Observed at the level of commercial application this painful adjustment occurred via a sequence of controversies connected with self-induction—on techniques of telephony, on electrical measurement, on lightning conductors and on matters of professional ethics—in which the parts played by evidence, by theory, and by authority were strangely mixed. The well-known confrontation of O. Heaviside (...) and W. H. Preece was at the centre of the debate. An open division between traditionalists and progressives amongst electrical engineers was provoked, and the effectiveness of mathematical theory as against pure pragmatism at the practical level had in the end to be conceded. The book attempts, in as comprehensive a way as possible, to make clear the central issues for the theory of knowledge, so as to provide a framework for that subject and also to indicate something of the way in which, as the author believes, the issues should be faced.

D. W. Mertz provides a "new" competitor in the universals debate by reviving, developing, and defending the medieval doctrine of Moderate Realism. This book is a substantial contribution to ontology and logic, combining interesting new arguments for polyadic relations and unit attributes, careful and thorough historical studies, and a logic that could solve many old problems.

In lieu of an abstract, here is a brief excerpt of the content:76 AN UNNOTICED ERROR IN HUME'S TREATISE "...the conformity between love and hatred in the agreeableness of their sensation makes them always be excited by the same objects..." Treatise, Book II, Part II, Sec. X. This passage from Hume's A Treatise of Human Nature is taken from the first edition of 1739. It can also be found in the Everyman Edition, the editions of Selby-Bigge Mossner, and Green and (...) Grosse, without editorial comment of any kind. Yet it contains a glaring and obvious error. The most superficial reading of Book II will convince one that it is love and pride that conform in the agreeableness of their sensation they are both indirect passions that aire pleasant in feeling. On the other hand, humility and hatred share in being disagree able or unpleasant impressions. This might have been a printer's error, or Hume's own mistake, and the reason for it is not hard to find. This part of Book II was called "Of love and hatred" ; the expression "love and hatred" recurs several times throughout the whole. In ei»ther the writing of the manuscript or the type setting of the text, a habit was established. Habit, which Hume himself used to explain so much else, must here be cited as the explanation of this slip. What is more interesting is the reason why such an obvious error has gone so long unnoticed. Here an ambiguity in Hume's use of the word "object" should be noticed. It is sometimes used simply as a synonym for "thing" and this is the usage in "excited by the same objects". Hume is merely saying that love and pride have the same sorts of cause. When this cause is found in oneself it leads to pride and when in another it leads to love. This of course is connected with the fact that both these passions are aggreeable or pleasant in sensation. 77 "Object" also has a special technical use in Book II when it refers to the person towards whom the passion is directed, as in "the object of the passion". Now love and hatred do have a similar sort of object, i.e. another person, whereas the object of pride and humility is, according to Hume, always oneself. In this usage, the object of a passion is carefully distinguished by Hume from its cause. It is possible that a careless and superficial reading of this passage might lead one to think that Hume meant to say that love and hatred agree in having the same sort of object, i.e. another person. Such inattention is to be deplored, but after all, until very recently, such inattention was typical of the attitude of philosophers towards Book II 2 as a whole. D. W. D. Previous work has shown that spontaneous collapse of Fock states of identical fermions can be modeled as arising from random Rabi oscillations between two states. In this paper, a mathematical formalism is presented to incorporate this into many-body quantum field theory. This formalism allows for nonlocal collapse in the context of a relativistic system. While there is no absolute time-ordering of events, this approach allows for a coherent narrative of the collapse process.
